We’re excited to announce the launch of our latest report by researchers Santiago Uribe and Andres Puerto:

City Governments & OSS Vulnerabilities: Strengthening Cities' Cybersecurity through Open Source Solutions

This study takes a deep dive into the cybersecurity challenges faced by city governments when adopting and maintaining open-source software (OSS). Focusing on Colombia as a case study, it reveals critical insights into how municipalities in middle-income countries can improve their digital infrastructure while navigating systemic and institutional barriers.

Key findings include:

  • Many cities depend on OSS tools but lack the resources and technical capacity to maintain them securely.
  • Common obstacles include limited staff, outdated procurement systems, and institutional resistance to change.
  • Despite these barriers, smaller municipalities are increasingly adopting OSS — though often informally and without strategic integration.

As part of the project, we’ve also developed a free online tool to help city governments identify potential vulnerabilities in their digital systems using publicly available documents.
